However, there are still some holdouts waiting to see when (or if) there will be enough demand to proceed with the next generation of mobile services. Thus, 5G deployment in the region remains somewhat scattered. Some countries have adopted aggressive rollout schedules (often at the behest of governments looking to increase access to high-speed broadband services to spur economic growth), while others prefer to wait and see. The latter situation often occurs when overall mobile penetration is still increasing or when LTE networks have excess capacity to meet current data consumption demand.

Another difficult factor that is often encountered Asia there is a shortage of 5G spectrum. Many countries have been forced to re-use spectrum for other purposes (such as broadcasting) or as-is Australia, to completely shut down GSM and 3G networks to make room for higher speed services. The JTO has also had to delay its 5G rollout plans while waiting for their country’s telecoms regulator to issue licenses or hold a spectrum auction. Governments, for their part, have often been reluctant to act without some assurance that bids for 5G-eligible spectrum will reach the required minimum level (something many have failed to do as operators struggle to demonstrate the return on previous investments in 4G spectrum).
